Bolsheviki at Odessa seized the French steamers Batativia and Higrette which carried Russian prisoners from France and refused to release them until the French battleship Edgard Quinet and three destroyers were sent from Constantinople and threatened to raze the city. Express rates raised by American Railway Express Company
The Interstate Commerce Commission granted authority to raise express rates by about 12.46 percent. The move is expected to boost the company’s annual income by roughly 35.5 million dollars, with wages for workers rising by about 48 million dollars following recent labor-board awards. Milk and cream transportation rates rise 20 percent, or 12.5 percent where no competing roads exist, to match railroad increases. The commission notes only part of the requested rise was granted and urges renegotiation of the current contract with railroads to shift more revenue to the carrier.
