Deputy from the United States marshal's office arrested Jack Amen on charges of not registering for the draft. Amen is jailed awaiting federal court action with heavy penalties for failure to register, a practice not previously enforced in the county.
Preliminary returns from the interstate commerce commission indicate June net revenues for about one third of U S railroads rose nearly 10 percent from 1916. Earnings for 68 roads totaled 142 173 million dollars with expenses at 95 682 million dollars leaving net 46 491 million. Net revenue per mile grew to 548 dollars, up from 50 in 1916 July. Western railroads alone increased net revenues by about 3 million dollars, nearly 20 percent.
The Laramie county draft board released the first installment of the corrected list under the selective draft law. It includes 380 names with liability order numbers to hint at call times and notes examinations in place for Monday with Dr. J. H. Conway as examining physician.
Denver executives report M R adetski of Colorado Metal & Iron will discontinue in thirty days all rail service over the Denver Laramie & Northern. The line, built for coal traffic in Albany county Wyoming, has lost money under receivership and a recent option to buy expired. Radetski plans to junk rails and rolling stock after failing to find a buyer to reorganize the railroad.
Washington reports reveal Admiral Gleaves detailed submarine attacks on the first American expedition to France. The first group’s flagship was targeted by two subs, and at least one submarine of the second group was sunk by an American destroyer. Some questions remained about the third group as torpedo activity was suggested. Secretary Daniels released the uncensored report to the Senate Naval Committee after redacting sensitive military information.
A Vienna dispatch from Zurich reports Austrian foreign minister Count Czernin read Lord Robert Cecil’s Commons remarks as showing Britain does not view Austria as an enemy. It says Czernin is willing to mediate between Berlin and London and notes France and England show no direct hostility to Austria.
Discharge must be made on forms procured at the local board office in the courthouse. Claims for exemption by the first 206 must be filed by Wednesday next following the notice date.
William Green of the United Mine Workers warned President Wilson that a general strike would follow if deportations of about eighty miners were not halted. He alleged the men sent to Gallop were actually federal prisoners, while he urged federal intervention to release them and avoid mass labor action.
British and French forces extended control in the Ypres area as rain and mud hindered operations. German counterattacks recaptured parts of villages while Entente troops pressed forward, taking hundreds of prisoners amid ongoing battles on the Flemish front.
The War Department reports progress on sixteen National Guard training camps including Neate Deming Montgomery Spartanburg and Waco with delays extending completion by two weeks. Appointments of general officers to command these camps and the cantons of the national army are expected this week and will be sent to the senate for confirmation.
W R K Scott, president of the Southern Pacific, proposed mediation by the government under the Newlands act. A letter to the cooperative board of the four unions offered to submit the differences to a five member board for resolution to avert a strike by about 500 employees in the Pacific division.
The Senate adopted the Sheppard resolution enabling submission of a prohibition amendment to the states. It requires ratification by two thirds of states within six years for the amendment to become part of the constitution. The House remains to act, with prohibition advocates hopeful of passage. Opponents include several Democrats and Republicans listed in the roll call.
