The House Ways and Means Committee approved a graduated excise tax on automobile use ranging from 40 to 60 dollars per year on vehicles by original price, with 600 dollars on 323000 cars and 20 dollars extra for each 6500 dollars above 3000. A 2 percent gasoline production tax and a 5 dollar yearly motorcycle tax were also agreed.

Washington July 31 Only employees whose loss would retard ship production will retain emergency fleet preferred classification under the draft. All applications for deferred status must be approved by division heads and finally passed on by Howard Coonley vice president. A general order calls on employees to report status. The United States Shipping Board Emergency Fleet Corporation will not retain any employee who obtains deferred classification or delays induction on his own initiative.
Washington July 31 Post master General Burleson stated that federal operation of telegraph and telephone lines will keep current duties and salaries. He urged loyal cooperation to maintain a high standard and promised no changes without careful consideration.
Washington reported July war outlays at about 1.482 billion dollars, down from June’s 1.612 billion and May’s 1.508 billion. Daily spending averaged 48 million, with 28 million for ordinary services and 10 million loaned to the allies. Thrift Day sales pushed stamp receipts toward 500 million, including 200 million in June. Government finances now rely on certificates ahead of the September 28 Liberty loan.
