Wage talks between railroads and unions break off in Washington
Washington April 1 wage negotiations between the Railway Executives Conference committee and the unions collapsed when railroad representatives refused further talks over demands totaling about one billion dollars. The dispute centered on public participation in the proceedings and Section 307 of the transportation act. Union leaders said little except that Mr Jewell might comment next day.

Navy prepared Pacific ships to war, says Admiral Fullam
Washington April 1 Rear Admiral W F Fullam testified before the senate naval investigation committee that from 1915 to 1917 the navy department did not prepare Pacific fleet ships for war. He said armored cruisers were kept in reserve and only training cruises by naval apprentices moved them. He claimed officials resisted senior officer recommendations and that he had to write to Assistant Secretary Roosevelt after bypassing Secretary Daniels. The panel adjourned until Monday for Rear Admiral Hugh Rodman’s testimony.
