Federal rejects BC levy replacing hospital user fees
Ottawa announces it will not administer or collect a proposed special levy to replace hospital user charges in British Columbia. Monique Begin and Finance Minister Marc Lalonde emphasize the levy would act as a premium, not an income tax, and cannot be handled under the Tax Collection Agreement. Federal support remains for Medicare funding levels, noting BC contributions match other provinces and rising modestly with inflation.

Housing bills offer little aid for Canadians in need
Frank Oberle argues that two long overdue housing bills create a Mortgage Rate Insurance plan and cap penalties for prepayment, but will not help homeowners with 1981-82 high rates or change the market. He urges housing as a social right and criticizes reliance on the marketplace. The piece cites Canada’s cold winters and compares mortgage protections with Britain, France, Italy, and Germany.
