HRDC audit reveals nearly a billion in unaccounted grants
An audit found about one billion dollars in HRDC grants and contributions poorly accounted for. Minister Jane Stewart and Prime Minister Jean Chrétien blamed bureaucratic practices and media hype. Only 459 projects were reviewed with 37 flagged for further investigation and $22 million in mismanagement.
