WV coal dispute over extend Bureau of Mines reach to small mines
Arch J. Alexander of the West Virginia Independent Mining Assn. argues against extending federal safety standards to mines with 14 or fewer workers. He claims the push is a power grab by the UMWA and large operators, not a safety measure, noting small mines employed nearly 12 000 workers in 1963 and paid about 40 million dollars in wages and supplies. Ferguson of the UMWD emphasizes safety and notes small mines have poorer records, while Alexander cites 14.3 percent fatal accidents among 1 300 small mines producing 30 percent of state tonnage.
