A bottle of detergent spilled into the plaza fountain on J F Kennedy Boulevard creating a frothy surge 50 feet high. Onlookers waded through bubbles as plumbers searched for a shutoff valve.
The 29 state oil and gas compact was extended by the Senate through September 1, 1971. Headquarters are in Oklahoma City. The pact has guided production limits since 1935. An Kennedy amendment to revise oil import controls was withdrawn.
Lockheed Missiles & Space Co under Army contract tests the noiseless YO3A glider in California. The two man craft carries a 210 horsepower Continental engine and features a bubble canopy with the pilot in the rear cockpit as secrecy ends.
Lansing Kansas AP reports another inmate fled from the Kansas State penitentiary honor farm in Lans ing. The missing man is Wilmer Lee Stebens 40 of Hutchinson serving a life term for first degree murder. He was found absent during a morning dorm check.
American astronauts Neil Armstrong Edwin Aldrin and Michael Collins landed in London on a rain soaked reception tour stop. A 1000 strong crowd greeted them at the U S Embassy while crowds waited in drizzle at their hotel. Doctors ordered rest after a virus left the trio hoarse and tired.
Republican state chairman Don Concannon called the Oct. 15 moratorium endorsement by Gov. Docking and Lt. Gov. DeCoursey harmful to Kansas. He urged Kansans to display the American flag on Oct. 15 to support President Nixon's peace efforts.
Captain Robert F. Marasco, once accused by the Army of killing a South Vietnamese double agent, will receive an honorable discharge and leave the Army by month’s end. He requested immediate release from active duty after applying last Wednesday. The Bloomfield New Jersey resident was one of eight Green Berets originally involved in the case.

The measure is returned to the planning commission for study and revision with a requested grandfather clause and representation for owners on the board. The city urged a joint plan with mobile home groups and planning officials for Wednesday night’s meeting.
Chanute churches will not stage a special Vietnam War moratorium observance. Sanctuaries stay open for prayer, and a morning assembly at Senior High School will discuss the war and peaceful settlement prospects. The Associated Press reports national reactions and political commentary on moratorium actions across Congress and the nation.
The city commission approved a water rate increase effective November 1 raising the minimum monthly charge from 1.30 to 2.25 and increasing rates across usage levels to fund operation costs and planned improvements. The changes, computed by computer programs, will raise yearly income by about 50 thousand dollars.

Steve Hughes loses a black billfold with papers and about 4 dollars. Larry Coles reports a black billfold with papers and about 9 dollars. Losses include driver licenses and Social Security cards.
The Interstate Commerce Commission has ruled to keep Santa Fe trains 211 and 212 on the Kansas City to Tulsa run through Chanute in service for at least one additional year. Congress member Joe Skubitz telephoned The Tribune with the word.
A winter air mass brought a new record low for this date as the temperature fell to 35 degrees this morning. The previous mark of 38 degrees on October 14, 1959 stands as the old record.
