University of Kansas graduate student Terry J. Sumner reported the loss of his student parking permit to police. The police report states the permit came loose from Sumner’s car window and Sumner placed it on the dashboard where his young son ate it.
The United States agrees to return Okinawa to Japan in 1972 while keeping bases for security. Nixon and Prime Minister Eisaku Sato said the reversion will align with Japan's stance against nuclear weapons and will be carried out under a joint communique after three days of talks.
The Viet Cong maintain their policy stance despite Henry Cabot Lodge's resignation as U.S. Paris talks chief negotiator. A Cong spokesman said Washington must change policy, not the negotiator. Lodge stepped down for personal reasons, with Lawrence E. Walsh also resigning.
Vice President Spiro Agnew expanded his attack on the U.S. press during a Montgomery address. He faulted the New York Times and the Washington Post while asserting he does not seek to intimidate the press and opposes censorship.
The IRS announced a redesigned Form 1040 that combines the old long form and 1040A card. About 77 million taxpayers are expected to use the new red white and blue form with an optional itemized deduction sheet. Non itemizers may ignore the extra page and use the standard deduction. The red section highlights common mistakes like tax table instructions.

Western College for Women honors Aunt Kittie ninety three years after she entered Western Female Seminary. President William C. Spencer notes the faculty and trustees deem her missing schooling earned. She is believed second oldest widow of a Civil War veteran.
AP reports in U S District Court referee Robert B. Morton notes a sharp rise in bankruptcy filings in the Wichita area. Over eight months business petitions jumped 86.2 percent and all petitions 144 percent from 1968 to 1969 with 1334 filings versus 1160. Morton cites inflation capital shortages and high interest rates as causes.
U S government data show a 0.4 percent increase in the consumer price index for October driven by higher car and housing costs, while food prices fell 0.6 percent led by meat and vegetables. The index stood at 129.8, and average weekly earnings for about 45 million workers dropped 86 cents to 116.94, reducing purchasing power by one percent for the month and 0.8 percent from a year earlier.
Seven eggs from a 4-H project grew into Bartholomew and son Turkey Farm near Erie Kansas. Lewis Bartholomew started with seven eggs in 1951. the farm now processes up to 13 000 turkeys yearly in a plant with minimized labor. They sell fresh frozen smoked and cut turkey products across Kansas.
Kansas faces a multi million dollar welfare funding gap as the 1970 Legislature reviews budgets for the State Board of Social Welfare. The board seeks at least 11.43 million more from the general fund for 1970 and 17.2 million for 1971, while Budget Director James Bibb trims requests but still proposes about 18 million in general fund increases for welfare across 1970 and 1971.
Four way stop signs are set up at Main and Plumer and at Third and Garfield for a 30 day trial. The change replaces existing signals at Garfield and Plummer for north south traffic.

Manley projects 1969 gross sales above $5 million with $400,000 net profits.
Thirty eight dealers from across the United States toured the Kustom Electronics plant and met at the Hilton Inn in Kansas City for the first annual Kustom dealers meeting. Fred Forslund said 28 dealers flew from Kansas City to Cha nute aboard a Lear jet piloted by Fred Montague with Gene Cordner as co pilot. The shuttle ran five round trips hourly to Cha nute with 18 minute trips and 18,000 foot climbs.
Apollo 12 astronauts H landing sites Fra Mauro Descartes and Lalande mapped from the Lunar Module orbit for nearly 11 hours as they near the return journey. They planned to fire the Yankee Clipper engine at 2 49 p m CST to depart the moon and splash down in the Pacific at 2 57 p m Monday with the crew in quarantine for 21 days.
