Kansas City moves to exact fare 35 cents with five cent transfers to curb armed robberies. Drivers no longer carry change. riders use paper script refunds mailed to the transit company. Tokens cost 35 cents and can be bought at designated outlets. Similar systems exist in 52 other cities.
In Rome AP reports US assistant secretary Clarence D Palmby warned the world faces human disaster without effective birth control and higher food production within ten years. He addressed FAO and urged caution against reducing developed country output to clear markets for imports. In Tokyo Communist China criticized the Soviet Union for not supporting Beijing at the UN debate, accusing Moscow of aiding Nationalist China and the United States to promote two Chinas.
In Buffalo two new salt carrier trucks rolled over during their first real tests Sunday as heavy snow squalls dumped up to 18 inches across parts of the city, delaying salt distribution plans.

A new day care center opened at North Malcolm Community Center run by Neosho County Association for Retarded Children. Five children attended the 9 a.m. start. sessions run 9 to 11 a.m. on Monday Wednesday and Friday. Prime Minister Eisaku Sato arrived in Washington for talks with President Nixon on Okinawa’s return and a firmer basis for mutual trust. About 700000 leftist demonstrators gathered in Japan against the trip as talks were set to begin Wednesday.
Attorney General Mitchell says the gathering cannot be described as peaceful citing clashes near the South Vietnamese Embassy and the Justice Department. About 250,000 to 800,000 attended. 130 arrested, few injuries, property damage limited. police used tear gas on militants.
