Secretary of State Kissinger signaled willingness to meet Soviet Foreign Minister Gromyko to push SALT talks past deadlock. He noted Brezhnev’s Washington summit could be delayed and said a Kissinger Gromyko session is possible if differences remain bridgeable. He stressed a reasoned US response to Moscow on the Sept 21 proposal and cited progress on most SALT points.
