FBI Director J Edgar Hoover predicts a violent upturn in petty crime during the holiday buying rush. He urges tougher enforcement and public cooperation to curb shoplifting purse snatching and pickpocketing, noting crime rises in November and December and urging merchants and civic groups to act.
A 12 square mile refuge in southeastern Allen county, bounded by the Elsmore Humboldt road to the north and the county line to the south, with Lavonburg and Vincentville areas marking the east and west. Local chairs Jack Jordan and A B DeMeritt mobilized landowner signatures. 200 boundary signs erected. no hunting for two years. stocked with quail. Phoenix investigators broaden the probe into the 55 year old William Nelson Bioff, a former film union leader known as Willie Bioff, shot when his pickup exploded at his northeast Phoenix home. Authorities say they have little to go on and will question acquaintances and others connected to Bioff as material arrives from multiple cities.
Henry E. Powell aged 1126 Ever green was taken into custody at Second and Lincoln by Captain Clarence Sheldon of the Kansas Highway Patrol on charges of operating a motor vehicle while intoxicated. He posted a $150 bond and a hearing was set for 4 p.m. November 11.
A Wichita man, P. O. Outlaw Jr., 37, was killed in a two car collision on U S Highway 50S four miles southwest of Ottawa early today. The highway patrol released the identification of the victim.
Hollywood report says Pajama-clad Susan Hayward allegedly battered Jil Jarmyn with a clothes brush and bit her thumb in Donald Barry’s bedroom. Jarmyn seeks battery charges while Hayward calls it a wrestling match and temp est in a teacup. The hearing is set for November 16.
Defense Mobilizer Arthur S. Fleming proposes voluntary cuts in oil imports to reduce excesses since April. Independent producers, led by IPAA officials Russell B. Brown, welcome the move as a trend toward limiting imports, with Venezuela and Canada exempted from the curtailment. The IPAA says the plan signals a forthcoming solution to excessive imports.
A shift to northerly winds will bring much cooler weather to Kansas with high readings near 50 in the west and mid 50s in the east tomorrow. Tonight's lows range from near 30 in the northwest to the lower 40s in the south. Skies stay partly cloudy through tomorrow with no precipitation expected.

Seven of ten escapees who bored through concrete and dirt to liberty at Washington State Penitentiary were recaptured in groups, with three still at large. Captures came near rail lines and a farmer’s outbuildings, within about 24 hours of the tunnel escape. Notables among the recaptured include William Bracey, 20, who killed his mother over an automobile dispute, and companions John Munn, 24, and Arthur Walker, 28. The three at large are believed to roam the surrounding farmland.
Herbert F. Laing a Topeka insurance executive and former state legislator has been named Kansas chairman for the 1956 Crusade for Freedom campaign. He will lead statewide fundraising and rally efforts coordinated with national organizers.

John W. Huckstep, 30, of Wilson, was held on a 5000 dollar bond on a state charge of an unnatural relationship with a nine year old Chanute girl. Arrested in Topeka at Neosho County request, he was returned by Sheriff Lee Montgomery and Assistant Police Chief Lige Matlock. County attorney Charles Forsyth filed the complaint. Hearing set for 2 p.m. Monday in city court.
Topeka Midwestern research group says nine million dollar state office building will host federal agencies and determine efficient locations. The Office Building Commission will pay up to fourteen thousand dollars for the study.

Federal investigator Jack Parshall of the Civil Aeronautics Board said wreckage from the United Airlines crash that killed 44 near Longmont was sent to FBI labs for analysis.
