Kansas adopts broad 1971 laws reducing state spending
The 1971 Kansas Legislature enacts 334 laws with 265 taking effect Thursday. Key changes include lower state expenditures, 3.2 beer tax hikes to 15 cents per gallon for strong beer, and 1.50 per gallon tax on cocktails. New rules govern inventory deductions, mercury discharge bans, drug treatment for minors, and marijuana possession as a felony. Reapportionment shifts several counties among districts and new visitation, voter registration, and public safety provisions are added.
