The high court with a 5 to 3 vote struck down a Cincinnati loitering ordinance as unconstitutional for vague conduct standards and suppressing free assembly. Justice Stewart led the majority ruling that mere public annoyance cannot justify abridging First and 14th Amendment rights.
Secretary of State William P. Rogers travels to Lisbon for talks with Atlantic allies toward a mutual European force reduction with the Communists. Also: strikes by Western Union workers, weather outlook for May, and various national incidents including a hostage situation in Istanbul and a feather river mass-slaying probe.
Storms struck Iola and Moran Monday night causing extensive property damage estimated in the tens of thousands of dollars. A Majestic Motor Inn roof and a Ford agency building were damaged, trees toppled, and a cattle barn suffered heavy loss. In Moran, a seed building near the Moran elevator and several garages were damaged. sheriff reports extensive roof and side damage.

Police in Yuba City Calif identify Donald Smith as one victim in the Yuba City killings. He is brother to Howard H. Smith and Mrs Evelyn Thomp kin of Kansas City and Mrs Jean Heckerson of Frankfort Kansas. Smith and siblings grew up in Frankfort and he graduated there high school. He left after World War II service.
The chartered airplane carrying World War II hero Audie Murphy and five others was found on a Roanoke Mountain site. Pathologists work to positively identify bodies removed by rescue teams and taken to Roanoke Community Hospital. Murphy’s business manager says all indications point to Audie, though a positive ID is pending.
About 500 to 600 Coleman Co workers were bused into three Wichita plants on Salina Transit Co vehicles. Picket lines met them at two plants with about 300 demonstrators, while one arrest was reported after a pickup truck was overturned during a parking lot attempt.
NEA staff workers with 800 members voted to strike after NEA management offered a take it or leave it proposal. The strike follows a dispute over wages vacations and job security at the National Education Association in Washington.
The White House says foreign diplomats have informed them Cuba will release Wednesday a hijacked Pan American Airways plane and its 68 passengers and crew detained in Havana since Saturday. Press Secretary Ziegler cited the Swiss Embassy in Havana and the Czechoslovakian Embassy in Washington for the information. The U S does not maintain diplomatic relations with Cuba.
