Editorial Comment on Bank Secrecy Act Challenge in California
The Bank Secrecy Act of 1970 faces a constitutional challenge as the California Bankers Association and the American Civil Liberties Union oppose its microfilming requirement. The ruling by a three judge panel will determine if the July 1 start is delayed.
