Kansas Governor Docking urged the legislature to act on tax reform to provide necessary revenues for his recommended budget. He warned against last minute cuts and warned proration worsened hardship for the blind, deaf, disabled and aged. He spoke at an environmental housing conference sponsored by the Kansas Savings and Loan League.
In Moscow a U S military attache Captain Elmer L Alderfer was assaulted at Riga airport by more than a dozen people. State Department said the attack followed two earlier incidents in ten days and involved U S Soviet relations. King Frederick IX of Denmark died in Copenhagen at 72 from influenza and heart attack complications. Queen Margrethe II succeeds. Docking outlines a conservative 990.6 million budget and vows to veto higher sales taxes. He opposes tax favoritism and aims for broader reform.
AP reports Gov. Docking proposes state take over county welfare costs, eliminating ad valorem tax reduction funds. Legislative figures show county relief from property taxes could total about 21.2 million, with state retention of 15.2 million if funds were distributed locally. County differences in welfare levies vary widely across Kansas.
TOPEKA RP Ten percent of Kansas federal highway funds for 1972 are held in reserve until the legislature brings the state into compliance with the Highway Beautification Act on billboards. About 6.8 million dollars is involved. The funds are not lost but reserved for Kansas, with release expected if proper action is taken. Senator Bob Storey says a pending bill aims to bring Kansas into compliance and prompt action is anticipated.
Kansas lawmaker Rep. Richard C. Loux held early morning sessions with legislators to discuss the state welfare program. Dr. Robert C. Harder, welfare director, participated, with plans for about four or five more weekly meetings. The approach aims to clarify welfare topics for five or six members per session and follows prior discussions between Harder and Wichita officials.
An area forecast notes Partly cloudy to cloudy and warmer through Sunday with a low near 10 and high in the 30s. Precipitation 10 percent tonight and Sunday. An early morning reading of three degrees below zero set a date record, beating three above in 1913. Friday's low of two below also set a January 14 record, previously one degree in 1916.
About 30 people attended a ribbon cutting at Jaycee Safari West apartments 1500 W Main this morning. Mayor Vesta Lightfoot and Jaycee officials cut the ribbon simultaneously and visitors toured the complex. Cliff Broeder announced rentals sought for occupancy Feb 1 with applications at the site during the open house Sunday 1 to 5 pm. A luncheon was held at noon.

The Woodson Hotel in Yates Center will go out of business with plans to remodel and convert the building. Owner Ed Miller sold the property to Raymond Hensley who will auction furniture today and convert the upstairs to unfurnished apartments. The downstairs will be available to rent to businesses, with tenants hoped for by March. The Woodson is the last of four historic hotels in the town once thriving with trains and traveling salesmen, dating back to 1887 when built for 10 500 dollars.
