Washington residents vote to elect a nonvoting delegate to the House marking a major step toward more self-government. Congress controls city funds and the President appoints the mayor and council, but supporters say the vote signals a reversal of a century-old arrangement.
In Montevideo the Tupamaro guerrillas shot and killed detective Jose Leandro Villalba as he left a bar. Police say off duty Villalba died instantly. A Tupamaro note claimed the killing as retribution for an informer. The group also pressed for government talks to free kidnapped British Ambassador Geoffrey Jackson. Villalba is the 11th police death attributed to Tupamaros since 1966.
Training near Bandung at Tjimahi hosts Cambodian troops with a commando camp. Foreign Minister Adam Malik says the number of Cambodian trainees is secret. U.S. advisers were reportedly in the area aiding rifle training, though confirmation is pending.
In the English Channel near Folkestone a Texaco Caribbean gas tanker and a Peruvian freighter collided in dense fog. An explosion split the tanker in two, eight sailors were missing, twenty two crewmen were rescued, and two remained hospitalized with shock and exposure while one had possible chest injuries.
A Sunday blaze at the Supreme market in Anthony Kansas caused about 250000 in damage. Thirty Anthony and Harper firefighters responded after custodians reported smoke from a rear storeroom. The fire spread quickly through the false ceiling collapsing the roof, leaving brick walls. Nearby lots protected other downtown buildings as crews stayed through the night to dampen smoldering debris of paper and cotton products.
Gov. Robert Docking was sworn in for a third term in Topeka, pledging unity and fairness. The ceremony included eight new or continuing officials, a parade, and a Statehouse reception, with Docking stressing service above party while calling for national standards of justice and fiscal integrity.
Neosho Junior College reports nearly threefold rise in students using federal aid this year. Ninety-six students received 62 in total funding from NDSL EOG and CWSP, with detailed breakdowns for 1969 70 and 1970 71, plus plans for next year and a $10 000 LEEP grant supporting law enforcement education.
Secretary of Defense Melvin R. Laird reported that Communist armed threat has declined in South Vietnam over the past year while rising in southern Laos. He said in Cambodia the threat remains similar, and that U.S. forces will meet or exceed Nixon pullout deadlines based on Paris, Vietnamization, and enemy threat levels.
About 200 Okinawans protested the movement of deadly mustard gas across their island and were driven back from two US bases. Demonstrators attacked a Chibana storage compound as American authorities delayed by two days the transfer of the gas from Okinawa to Johnson Island in the mid Pacific.
The NEA reports 1970-71 school costs at 42.4 billion with the federal share dipping to 6.9 percent of total funding this year. The decline follows a peak of 8 percent in 1967-68, shifting more burden to state and local governments for 45 million students.
Washington AP reports an expected announcement in San Clemente easing business taxes with faster write offs on plant and equipment. In New York AP notes a militant Jewish group leader pledging intensified anti Soviet activity while five American cars are vandalized in Moscow in retaliation. United Nations AP notes Gunnar V. Barring plans talks with Egypt and Jordan to discuss proposals from Jerusalem.
Mary F. White, 47, of Humboldt suffered minor abrasions and was listed in satisfactory condition at Neosho Memorial Hospital after her 1970 Oldsmobile left US 169 westbound east of Earlton, struck a hedge, and overturned in a ditch. Troopers estimated car damage at $2,500.
Clear to partly cloudy skies with little temperature change tonight. Tuesday will be partly cloudy and slightly cooler with a low around 20 to 25 and a high in the mid 30s.
Joe Zink, 22, joined The Tribune's advertising staff today. A Larned native, he earned a bachelor of science in journalism with an advertising major from the University of Kansas at the end of the fall term. He is single, lives at 215 N Evergreen, and enjoyed sports and music, including four parachute jumps with KU Parachute Club in spring 1968.
The city commission meets at 7 30 p m today in the Memorial Building Room 203. Agenda includes re investments of certificates of deposit airport restaurant lease agreement proclamation and notice of special election subsidy to the National Guard Armory.
At the county courthouse in Erie noon ceremonies swore in two new and five re elected officials. New commissioner from the 1st district is Ivan Shafer and new sheriff is David Kern both Republicans. Other officials sworn in include Virgil Lowe county clerk Alberta Gough probate judge Virginia Embry clerk of the district court Doris Allman register of deeds John White county attorney all Republicans. Don Harding Democrat treasurer to be sworn in at term start in October.
