President Kennedy asked Congress for a billion dollar three year raise to put white collar federal pay on a par with private sector wages. The plan covers 1,640,000 employees worldwide, with raises ranging from 3.7% to about 33% and a first increase on January 1.
Ralph C. Perry recalls a childhood question about two men seen in Chanute en route to the 1893 Chicago World's Fair. He describes the wooden wheelbarrow, the men possibly named Plank and Lester Welch, and seeks to know their fate, origins, and destination.
Fire heavily damaged the rear of the Foodtown market in Fredonia destroying foodstuffs. Police found the blaze at 3 a.m. and firemen fought it until daylight. Officials suspect the heater system or a compressing unit started the fire. Manager F A Curley Jones reported no loss estimate.

A grand jury charged seven men and several firms with conspiring to misuse union charge accounts and credit arrangements to divert funds. The indictment details embezzlement counts totaling about 42 thousand dollars from Local 41 Joint Council 56 and Local 541, with penalties up to five years imprisonment and fines of ten thousand dollars per count.
Erie County courthouse offices and Chanute county offices will close Thursday in observance of Washington's Birthday. It is one of nine officially designated holidays for county officials and employees. State offices will close while most businesses and other offices stay open.
Two youths arrested in connection with a break in at Charley's Grill in St. Paul waived preliminary hearing in city court. John Edward Ward 18 St. Paul and William Bert Jones 17 Parsons were bound over for district court with $1,000 bond each. Authorities found stolen merchandise in their car and held them in custody at Erie after failing to post bond.
Sylvester Young Jr., 24, received a 10 year sentence after a circuit court jury found him guilty of first degree robbery. The defendant, whose father is a police detective, and two accomplices were accused of robbing three jewelry shops on the fourth floor of a downtown building on November 27. The other two suspects await trial.

Britain and western Europe shared in the moment as BBC carried the live radio call.
Astronaut John H. Glenn Jr. splashed down safely in the Atlantic near the USS Noa after four hours fifty minutes in orbit. The mission included three loops around Earth and a near perfect recovery as Glenn reported excellent condition and praised the weightless view.

Maj Gen Joe Nickell state adjutant general was injured in a one car crash on the Kansas Turnpike 16 miles east of Lawrence. He was admitted to Lawrence Memorial Hospital with a fractured left shoulder and possible back injury and later reported in good condition.

Police said most tools stolen from Star Drilling Co at 202 W. 4th were anonymously returned last night. Only two small wrenches and two letter stamps remain missing. items worth 250 dollars were recovered except for those pieces.
