S. W. Kelly, 51, of Attalla Alabama, landed his single engine plane on Leon C. Simon Drive when fuel ran out at about 2,500 feet. The aircraft rolled 300 feet with only a dented left wing after clipping a street sign. He was en route on a business trip from Gadsden Alabama.
A bill to extend unemployment benefits from 26 to 39 weeks for about 10 000 workers, mainly in Wichita, was sent to Gov. Docking by the Senate. The measure would pay retroactive 13 weeks from Jan 31, 1971 and bring roughly 65 000 more workers under unemployment insurance.
The Nixon administration asked Congress for a 40 billion dollar rise in the national debt limit to 435 billion, the largest single hike since World War II. Secretary Connally urged the move to cover higher deficits and to carry through fiscal year 1972 ending June 30 1972.
Police in Newton report loud unidentified noises heard around 3:15 and 3:57 a.m. breaking a downtown plate glass window. El Dorado and McPherson officers also received numerous early morning calls about the same time.
A preliminary West Virginia State Police report cites instrument failure as the cause of the November 14 disaster near Huntington, killing 75 people including most of Marshall University’s football team and coaches. The unissued findings note instruments operated inaccurately, leading to the plane clipping trees and crashing into a muddy hillside in the nation’s worst air sports disaster.
Ford Motor Co says 1970 fourth quarter earnings reached 151 million while full year net income fell 31 million due to rising labor and material costs. 1970 sales were a record 15 billion as GM and Chrysler also posted lower earnings.
Topeka AP report notes Bert Falley of a Topeka supermarket opposes a bill granting merchants an allowance on collecting Kansas sales tax. He warns the state would need another tax to cover the about 3 million dollars lost and would incur extra administrative costs.
David Rockefeller, chairman of Chase Manhattan Bank, urged Tuesday the creation of a private corporation to raise 10 billion dollars in seed money for building 110 new towns and a federal agency to acquire land and guide overall planning of development.
The Nixon administration reduced the maximum government backed mortgage rate to seven percent the third cut in three months. The move aims to revive the housing market and brings rates to 1968 levels with an extra half percent insurance fee on FHA loans.
Gov. Robert Docking named Robert W. Helman a western Kansas rancher and farmer to the Kansas Board of Regents for a four year term effective immediately. Helman replaces A H Cromb who asked to be replaced after eight years. Helman is a Republican, raises cattle and farms corn and wheat, and holds multiple community and education board roles. Docking noted the appointment aims to balance board viewpoints and bolster rural representation.
The Chanute Area Chamber of Commerce held its annual meeting with 180 attendees at St Patrick's gymnasium. Kansas economic development director Jack Lacy urged downtown, housing, recreation, and overall amenity resource development to align with industry growth and stressed using the recent city election as a reset point.
Saigon AP reports increased reconnaissance over North Vietnam with no clear rise in enemy supply movements southward. Cairo says Egypt will back UN 1967 Middle East resolution if Israel does, per authoritative paper. Washington AP notes consumer economy edged ahead last month, not yet responding to Nixon expansion plans. House hearings begin as Democrats dominate panel debating a near record debt limit increase.
A meeting in the city court room at the Memorial building will aid residents in preparing the 1970 state homestead property tax relief form. From 9 a.m. to 4 p.m. a representative of the Kansas Department of Revenue will assist taxpayers.
The Kansas House tentatively approved a bill to raise the Legislature pay by 1 million dollars for 1971-72. It would set annual pay at 6000 dollars and raise the daily expense allowance from 25 to 30 dollars during sessions. Rep. Ervin Grant warned of potential constituent backlash.

A rush of candidates filing for school and city posts before Tuesday noon sets up primaries March 9 in Altoona Midway Neosho County Humboldt and several towns. Altoona Midway yes has three candidates for school board No 7 at large. District 101 Humboldt and others fill multiple board seats with varied contenders. City primaries in Humboldt Altoona and Moran shape mayor and council races with several no contests in nearby towns.

A 36 count indictment in Chicago accuses Thomas A. Shaheen Jr and Union President Joseph De Paola of conspiring to receive kickbacks from a California land deal funded by the Journey Men union pension. Max Block Jr and Columbia Financial Corp also face charges. The fund once valued at 21 million faces massive losses with mortgage loans turning delinquent.
The gas line odorant was turned off at 1 p.m. to allow residents to catch up with detected leaks. No date set to restore odorant, but it will be left on permanently. City crews logged about 150 calls by 8 a.m. with 35 to 40 requiring gas meter checks.

Hours are 2 to 7 p.m. Tuesday and 9 a.m. to 2 p.m. Wednesday. Donors aged 18 to 65 may give. appointments via Red Cross office, drop ins welcome.
