The City Commission approved a new home occupation ordinance extending operation for non residents from 14 to 30 days plus 30 days on disability notice, recommended by the Planning Commission and passed unanimously. Other items, including a mobile home park ordinance, were tabled for Wednesday.
Kansas Budget Director James Bibb attributed the dwindling ending balance of the general revenue fund to inadequate funding for school aid and employee benefits approved in 1969. He projected a June 30, 1973 ending balance around 15 million dollars, down from 95 million in 1969, and rejected blame while noting cash basis accounting frames the figures as balances rather than surpluses or reserves. An area forecast followed with increasing clouds, cool tonight, and a chance of rain Tuesday with highs in the 40s.

In Portland an unidentified Navy Reserve flier returning to Pleasanton California released four cartons of gifts from his jet fighter bomb bay by accident. The presents scattered across north Portland as police investigated and reported none recovered.
Morgan Guaranty Trust Co, the nation's fifth largest bank, today reduced its prime lending rate from 54 to 514 percent with immediate effect. The cut follows the bank's assessment of money market conditions and weaker loan demand as of now.
Two more Indian brigades were helicoptered into the Dacca area as assaults on East Pakistan intensified. Pakistani officers in the besieged city warned defenses were crumbling and predicted an attack on the capital by Tuesday, while Lt. Gen. William O'Hara pleaded guilty to offering to sell two small children for seven thousand dollars and a $600 used car. He received a one year and three months prison sentence after police arrested him and a companion at the planned sale on November 17. companion's charges were later dropped.

About 6,000 South Vietnamese troops backed by U.S. air and helicopter support pushed into eastern Cambodia in their deepest advance in a year. No contact with North Vietnamese forces was reported. Intelligence said Hanoi repositioned a North Vietnamese divisional HQ from the Cham rubber plantation to defend a base area east of the prior Saigon thrust.
