Ronald Reagan leads Ford for the GOP nomination in a Gallup poll of Republicans and independents. Reagan has 40 percent of Republican support and Ford 32 percent in late November. independents favor Reagan 27 to 25.

Fifteen NATO nations approve a U S proposal to withdraw 1000 tactical nuclear warheads from Western Europe in exchange for 1700 Soviet tanks and 68 000 Soviet troops from Eastern Europe The plan also seeks parity in central Europe and criticizes Soviet arms deliveries to Angola while talks resume in Vienna after a holiday recess
Houston UPI report quotes Treasury Secretary William Simon urging restraint on federal spending and growth to curb inflation and unemployment. He criticizes “spend and spend” politics and backs Ford tax cut themes while urging steady, prudent policy amid economic repair.
A Kennedy administration official criticizes President Ford for not acting to stop future illegal acts by the CIA and FBI in light of past abuses. The remarks come as UPI reports reveal continuing concerns over intelligence agency misconduct.
Sen. Hubert H. Humphrey declares he has no desire to run in the 1976 Democratic presidential race and will resist any draft efforts. He asks to withdraw his name from New Hampshire and Florida primaries and criticizes the Ford administration’s agricultural policies and grain export controls while addressing the National Farmers Organization convention.
Former FBI Dallas receptionist Nanny Fenner testified Oswald delivered a seven to eight line letter to agent Hosty warning of action against his wife, a note she considered a threat. J Gordon Shanklin denied knowledge of the note and any destruction orders. Hosty disputed Fenner’s account as he defended his handling of the matter.
