Army Engineers report the 13 month period ending Aug 1 prevented about 107.9 million dollars in flood damages in Missouri and Kansas. The bulk of savings, 90.5 million, came from the Kansas City Missouri and Kansas City Kansas levee and flood wall system.
President Johnson orders a 10 point federal task force led by Deputy Attorney General Ramsey Clark to work with Governor Brown and Mayor Yorty. The effort aims to restore damaged areas and aid riot victims, addressing root causes and coordinating with antipoverty, commerce, welfare, housing, and small business agencies.
Governor William H. Avery said the Kansas Capitol shows dramatic cleaning gains. He cited the removal of birds roosting on the exterior as a major improvement to the state house exterior and overall housekeeping efforts.

The Kansas Joint Council on Outdoor Recreation organized to draft a long range state recreation plan by October 1 to qualify for 1,176,888 from the federal land and water conservation fund. Gov. Avery praised early water plan adoption and urged use as a guide for recreation policy. John Erickson was elected chairman with Don Christy as vice chairman.

Topeka Kansas social welfare director Marvin E Larson denied reports that he threatened to cut off state and federal welfare funds to Dickinson County if officials trimmed their welfare budget The Abilene Reflector Chronicle cited the claim from a telephone conversation with county commissioners The state Social Welfare Board refused to approve a $30000 county budget cut saying savings could reduce next year tax levy Larson said the board would take legal action to require counties to meet their welfare expenditures but not to withhold funds

Houston AP reports astronauts Gordon Cooper and Charles Conrad extend the spaceflight record to eight days surpassing the Soviet benchmark. While near 2 million miles from Earth they face minor thruster fuel and fuel cell water concerns, canceling nonessential experiments to conserve power.

J R Brooke will coordinate a $297,302 five year research program at Winfield State Hospital and Training Center. Eleven workers remain missing as a fire and chain of 26 explosions devastate the Du Pont synthetic rubber complex in Louisville Kentucky. Authorities ordered evacuations and kept rescue teams out until safety clearance was given as guards and police secure the area and Red Cross shelters accommodate about 200 evacuees.
In Fredonia Kansas a truck driver reports seeing white material on both sides of the road while temperatures top 90. Other witnesses including a waitress and drivers corroborate. A Weather Bureau spokesman notes a severe thunderstorm and possible supercooled moisture producing snow.
Sen J W Fulbright of Arkansas states he has no immediate plan to resign as chairman of the Senate Foreign Affairs Committee after colleagues urged reconsideration. He says the idea is intriguing and may be thought over, but he will remain in the post for now.
