Tax Lid Contention Draws GOP and Education Leaders
Kansas City attorney Tom Van Cleave challenged Dr. Melvin Neely's claim that the property tax lid is hypocritical. Neely spoke in Washington on federal wage price freeze effects on teachers' pay as Van Cleave argued the tax limit and federal funds use can coexist. In Hutchinson, Kansas Power and Light Co. board declared a quarterly 24% cent dividend and the regular preferred dividend.

Kansas Association of School Boards announced a lawsuit challenge to the August 14 order freezing teacher salaries in contracts signed before that date. Dr Don Moran and attorney Fred Rausch warned the move hinges on whether the government can impair valid contracts. Moran said many contracts signed before Aug 14 provide pay increases in September or October and could be voided under the freeze.
