L. E. Halsted of 402 W. Walnut said he received clear signals from two orbiting Russian spacecraft last night on 19.95 megacycles for about 15 minutes. He noted the second craft gave stronger signals and estimated they were 4 000 miles away at the time.
GALESBURG residents defeated a proposed 35,000 bond for a school addition by 127 to 90, a 217 vote total reflecting strong eligible voter turnout. The plan would have funded a cafeteria and band room, a welding and mechanics shop, and possible athletic field lighting with sheet metal buildings.
A slow cold front moved into northwest Kansas triggering thunderstorms and showers, with measurable rainfall centered in central Kansas. Osbourne 1.82 inches, Covert 1.39. Kirwin, Smith Center, Harlan and Cawker City reported half-inch or more. Forecast calls for generally fair to partly cloudy skies through Thursday, with possible late day or night thunderstorms, highs in the 80s to 90s, and nightly lows 60s to 70s.

In Washington two Democratic senators John Pastore of Rhode Island and Wayne Morse of Oregon traded angrily on the Senate floor over a civil rights amendment tied to a proposed space communications bill. Pastore leads the bill backing private government regulated operation. Morse backs government ownership and an employment discrimination ban. The session featured sharp exchanges as Douglas defended cloture votes after Morse and Pastore clashed.
In Chicago the U S Circuit Court of Appeals blocked railroads from enacting deep cuts that would cost thousands of jobs. The ruling came on a petition filed by five operating unions seeking to preserve a lower court restraining order.
Topeka report logs 24 hour traffic fatalities through 9 am Wednesday. For August 1962 totals show 354 deaths, compared with 325 in the prior year period and 24 hour figures.
An eight man gang hijacked a U S mail truck in Randolph Massachusetts on Route 3 forcing two guards to halt. They unloaded about 1.5 million dollars in sealed bags and escaped in multiple cars. Police and FBI traced the crime to a professional crew linked to prior high profile robberies.
State Printer Jean Neibarger pleaded guilty to two counts of violating state law prohibiting use of state materials for private persons. He was fined $100 on each count plus costs, total about $203. Neibarger expressed no deliberate intent and said the matter is closed. He is unopposed for re election in November and intends to stay on the Republican ticket. Governor Anderson questioned if resignation is needed and said a review with the attorney general will continue. Ferguson announced the findings and said an audit of the printing plant will proceed. the case arose from complaints by three state printing plant employees and involved the unauthorized private binding of about 110 volumes.

Bellevue Washington tragedy leaves Donald Paul Sanford with a broken vertebra after swerving to avoid two cyclists. His wife Virginia and son Ted escaped injuries while 9-year-old Donald Lee Sanford and 2-year-old Mary Kay were pinned and died. Sanford sobs he saved another man's son, sacrificing his two children.
In Chambersburg Pennsylvania a driver attempting to pay a parking ticket in a streetside receptacle caused a fire department response when misplacing the payment led to alarms. Six fine receiving boxes exist but the incident drew ten fire engines to the scene.

Police report possible theft or misplacement of money from a Chanute residence. A Wilbur Chandler home at 415 West 5th saw a billfold with about 100 dollars stolen early Sunday. A family member’s business trip truck may be involved.
The city commission met informally at the Memorial building to discuss appointments to the new 11 member planning commission. No appointments were made and further consideration is expected at the next regular meeting on August 27. The enabling ordinance requires mayoral appointments with consent of the two older commissioners.
