Bill Would Increase Court's Power to Bus

The House Education and Labor Committee approved a desegregation bill limiting court power to order busing and setting standards to guide rulings. It would fund inner city improvements and block reopenings of existing desegregation orders, authorizing up to 500 million dollars annually for the effort. The measure targets stricter limits, with busing allowed only to the next closest school and under tight rules for higher grades.
