Ely becomes the first city in the state to ban sex offenders with minor offenses from living within 2000 feet of parks playgrounds or the public library. Cedar Rapids artists Kate Hawkins and Mary Lou Hattery commissioned a sculpture titled Frame and donated it to the city. They said the cost was under 5000 dollars and the piece aims to present the community in a new light.
