Cedar Rapids home improvement program offers 4 percent interest aid
A program in the Coe Mt Vernon neighborhood combines a conventional loan with a CD grant to reduce interest to 4 percent. A homeowner at 70 percent of median income could receive a 3500 grant toward a 5000 project and borrow 1500 at 4 percent, with health department inspections rather than planning staff due to code enforcement status. The plan relies on voluntary compliance, not police enforcement, per Al Ahern and Salyer.
