Ray Still Uncommitted On Panama Canal Treaty
Iowa Gov. Robert Ray said he will not take a side on the Panama Canal treaty as controversy grows. He warned conservative Republicans will not gain lasting political advantage from the issue and plans to stay informed without endorsing either position. Ray also criticized President Carter's Bert Lance handling but praised Carter’s consultation with governors.

Postal Deficit Cut to One Third
The postal service estimates a fiscal year deficit of 400 million dollars ending September 30, one third of last year's loss. Senior official Frank Biglin attributes the smaller deficit to higher mail volume and workforce reductions. Mail volume rose from 89.6 billion to about 91.7 billion pieces. This marks the sixth consecutive deficit since the service replaced the post office department.
