The United Federation of Teachers walkout shuts down 150 of 950 schools as 65,000 NYC teachers strike, affecting about 1.1 million students. Leadership cites working conditions over pay while negotiations stall amid a fiscal crisis.
After 19 hours of debate the legislature enacted an emergency plan imposing state controls on NYC budget and advancing 2.3 billion dollars to keep the city solvent through November. Gov Carey signed the bill as Treasury Secretary Simon discussed federal aid with President Ford.
Voter turnout at 2 p.m. in Cedar Rapids community school board race topped 2,290 with 35 of 40 precincts reporting. Compared to 1974 and 1973 figures, turnout trails or exceeds past years. polls stay open to 9 p.m. with three candidates Barbara Bjornson Ronald Moore and James Kreamer. In College Community district a parking fund transfer measure appears with limited votes.
Senate intelligence chair Sen Frank Church said the CIA retained deadly poisons for five years in defiance of Nixon’s 1969 order to destroy stockpiles. He cited shellfish toxin and cobra venom with lethal potential and noted Colby learned of retention only recently as hearings loom.
Thousands of pupils were bused in Boston and Louisville with limited incidents as tensions over desegregation continued. In Boston 58.9 percent attended the first day, with 86 arrests the previous day in Charlestown and South Boston protests. Louisville reported no major problems despite guard presence.
The House overrode President Ford's veto of a federal education funding bill by 379 to 41, with applause as the tally announced. The measure funds current and next year's programs, despite Ford's claim it spends about 1.5 billion more than he requested and criticism of the impact aid program.
The Cedar Rapids city council plans a 9.5 percent pay raise for the mayor and four commissioners for 1976 and 1977, to be set by ordinance at a Wednesday meeting. Current salaries are 21,803.99 for the mayor and 19,479.94 for commissioners, with proposed 1976 and 1977 figures of 23,765.87 and 26,023.63 for the mayor and 21,330.53 and 23,356.93 for commissioners. The raises apply to next elected council, as self-raises are prohibited by state law. The group notes the increase trails inflation and lags behind other city employees’ raises.
President Ford vetoed a bill extending oil price controls and allocations for six months saying the action would save American jobs and aid energy independence. Congress faces override or alternative legislation as prices could rise without extensions. Democratic leaders warn of hardships if the veto stands. Senators Cranston Long Johnston McGee Gravel expected to back Ford.
Illinois health officials say the St Louis encephalitis outbreak may be past its peak with the downhill trend seen in 175 total cases across the state and five deaths. Still, a few scattered reports may continue as cooler weather ends the outbreak, with most cases centered in Cook County including Chicago.
President Ford named Thomas Kleppe administrator of the SBA to be the next secretary of the interior. Kleppe is a 56 year old Republican and former North Dakota congressman who would replace Stanley Hathaway who resigned July 25.
James P. Hoffa, son of missing Teamsters President Jimmy Hoffa, says he believes his father was assassinated and that his body may never be found. He cites the six weeks since Hoffa vanished and lack of solid leads as basis for his belief.
