Utility rate case cites excess capacity and tax issues
Staff testimony disputes 7 million of the proposed rate hike tied to Muscatine power purchases and argues 27 million in capacity charges are excessive. Cedar Rapids utility plans shift from Muscatine to private financing, with a new 10 year contract reducing capacity but costing 24.87 million more. The panel urges denying return on excess capacity and disallowing 13.1 million for tax issues, plus other cutbacks including 33,972 in civic dues and 13.5 percent employee discount.
