Ruling Upheld in Parole Officer Civil Rights Suit
US District Judge Edward J. McManus ruled against Richard R. Carnal a former Cedar Rapids man in a 150000 civil suit against state parole officers Kent Ellithorpe and John McSweeney alleging civil rights violations. He found the 14 day probation search and seizure lawful and dismissed charges against McSweeney. Carnal had argued his residence search violated rights despite a probation provision allowing searches.
