The CFPB reports three major retailers Dollar General Dollar Tree and Kroger charge cash-back fees that exceed $90 million annually to access customers funds at registers while processing costs are only pennies. Rural underbanked and low income groups rely on such services. None of Albertsons Walgreens CVS Walmart or Target were found to charge cash-back fees.
