Among 18 to 25 year olds, use is 13.5 percent, below the 18.8 percent national average, while overall use among young adults rises gradually. President Clinton and officials urge sustained funding for prevention and treatment programs.
First-time marijuana use by youths aged 12 to 17 has fallen from the 1997 peak. David Lewis of Physician Leadership on National Drug Policy notes prevention works but urges more support for treatment programs to boost long-term substance abuse prevention.
