Iowa congressmen split over the 1990 farm bill as the House approved it 318 to 102. Neal Smith and Fred Grandy supported the bill. Tom Tauke Jim Leach Jim Ross Lightfoot and Dave Nagle opposed it. Nagle called the bill bad legislation and warned of 25 percent subsidy cuts. Grandy said the measure offers planting flexibility for Iowa farmers. The bill heads to the Senate then the White House for President Bush’s signature.
Iowa ranked lowest nationally in the second quarter personal income growth, falling 2.3 percent from the previous quarter, with Nebraska down 0.4 percent. The Commerce Department cited declines in farm income and construction payrolls. Governor Branstad called the figure only a snapshot while Democrat Avenson challenged opponents' policies.
