Soviet ships in Black Sea ports ready to sail to Spain with munitions if non intervention is scrapped. Paris reports 50 Soviet planes reached loyalists with 60 more expected. Russia informs the international committee that the non intervention pact has ceased in practice to exist and asserts rights to extend aid to Madrid equal to fascist support.
Italy Germany and Portugal form a fascist bloc to oppose communism in Spain while Madrid fights nationalist forces. Mussolini and Hitler reportedly planned a joint anti communism policy with possible air pact, though Berlin and Rome deny it. Delegates meet in London at the non intervention committee amid tensions.
