Ray urges temporary barring of bidding by 2 road builders
Gov. Robert Ray backs a temporary ban on bidding by Ronald Kenyon of Des Moines Asphalt Paving Co. and Carl Edman of Iowa Road Builders Co. after their guilty pleas to bid rigging. He critiqued past IDOT caution and said convictions call for a period without bids, while noting no belief the federal probe lacks sufficiency. He also weighed Roxanne Conlin’s tax issue, saying voters may not speak for all.
