Iowa forecast fair and mild with night lows in the 40s and daytime 70s. Friday partly cloudy and mild with winds 10 to 20 mph. Cooler Saturday and Sunday in the northeast half. City reports include temperature records, precipitation totals for October, and several local obituaries and notices.
Iowa cities face bond financing delays as the five mill limit on annual municipal bond levies prompts court tests. Cedar Rapids officials travel to Chicago for talks with Bond Attorneys Chapman and Cutler about whether the provision is constitutional. If upheld, cities may need a special session to change the law. otherwise bond markets could open for new projects.
The city council approved traffic and parking changes in Cedar Rapids responding to a Grant Wood school P T A request. Slow signs will be installed on Meadowbrook drive and Twenty sixth street SE with Memorial drive south of Meadowbrook also marked. One hour parking was ordered on First avenue E between Eighth and Tenth streets after a petition from ten local businesses.
Police investigated a house prowling report from Owen Shayer of 616 Thirty-eighth Street NE. The home was left unlocked at 7 50 am for furniture deliveries and found ransacked at 4 pm with no apparent missing items.
Central Iowa Telephone Company officials and CIO local 7100 resumed wage negotiations on Thursday in the Security building. It was the first meeting since talks broke off on September 28 and the workers went on strike. Local 7100 represents about 293 employees in 35 Iowa towns and six Minnesota towns.
Charles C Burlingham 58 of 1615 Fourth Street NW Cedar Rapids died in a local hospital after a lingering illness born February 26 1893 a lifelong Cedar Rapids resident. He worked as a machinist for Iowa Steel and Iron Works retiring two years ago. He is survived by his wife Nina Bessie four daughters two sons a stepdaughter and two stepsons and other relatives. The body is at Monahan funeral home where friends may call Saturday and Sunday. Funeral arrangements pending.
Walter D Patterson a Cedar Rapids resident for 55 years died Wednesday. Services will be at Turner chapel at 1 30 p m Friday conducted by Dr Galen L Rose pastor of First Christian church. Burial is Cedar Memorial cemetery. Friends may call at the chapel.
A head on collision on highway 151 near Cascade killed 18 year old Donald Guilford of Anamosa and seriously injured 19 year old John Emmert. Guilford’s car struck a semi driven by Maurice J. Thompson of Hamburg New York.
Courthouse notices mailed to 90 persons whose names were drawn for the November Linn County jury panel. Panel members from Cedar Rapids include Milo Abernathy and many others, with additional members from across towns such as Marion, Lisbon, Fairfax, Mt. Vernon, Springville and various townships listed by locale. The panel is scheduled to report on November 13.
Judge Charles Penningroth denied Tony Michalek a new trial on Wednesday. The request sought to set aside the July 10 judgment in the case brought by P. E. Ballou.
Mercy hospital was awarded a $100 judgment Thursday against Vonley Hall Jr and Margaret Hall in an account suit.
Lewis E. Bass of 22212 Second Avenue SW Wednesday appealed to district court a ruling of the Iowa World War II Service Compensation board. The board on July 18 ruled against his claim, saying he was not a legal resident of Iowa before joining the armed forces.
Daniel J. Griffin aged 34 was turned over to Chicago authorities Thursday after an arrest in Cedar Rapids Monday on a desertion and abandonment warrant from Cook County.
Florence A Kratoska filed a divorce petition against Dellas J Kratoska on Thursday and then moved to dismiss it the same morning. Judge Floyd Philbrick granted the dismissal.
Cedar Rapids city council will stamp each building permit with a brief warning about state law on not obstructing natural waterways. The move follows complaints when low-lying lots were filled and drainage routes disrupted, with officials noting limited staff to check sites.
In Waterloo a suit to break a $70 000 will on the grounds that Christian principles vary, proceeds as testimony ends. Seven clergymen from Episcopalian Catholic Unitarian Lutheran Methodist Baptist describe doctrinal disagreements. Judge Charlton will decide after briefs are filed within 15 days.
The Linn county chapter of the National Foundation for Infantile Paralysis received an $1,800 loan from the national treasury to cover polio patient expenses. Salyer testified to firing at Johnson during a bedroom confrontation and a second shot in the living room after a struggle. He described three versions of the event from wire recordings and witnesses, including his 13 year old niece. Cross examination revealed past gun permit revocation and business ties.
Witness Salyer testified under cross examination about work in Pa lo for Billy Baum last May and a Palo trip at Salyer's request. He admitted confusion during questioning about the incident the night of the shooting and said he shut up and did not tell the full story. He noted buying gin and whisky in Marion but leaving them unopened in a truck.

John M Freeman will report to the Naval Reserve Training Center in Kansas City.
Four Cedar Rapids Chamber of Commerce officials attend the Iowa Chamber of Commerce Executives Fall meeting in Iowa City. The event runs Thursday to Saturday with sessions at the Jefferson hotel University of Iowa library auditorium Old Capitol and the Iowa Memorial Union. Attendees include Robert Caldwell Roy Swanson Harold Ewoldt and Charlotte Crone.
President Truman signed a seven and a half billion foreign aid bill to aid free nations and named W Averell Harriman to run the mutual security program. The measure funds six billion in military aid and one and a half billion in economic aid for Atlantic Pact members and other non Communist governments.
About 2,300 workers are idle at Anheuser-Busch in St Louis with 3,700 more possible for layoffs amid a clash over whether 47 bottle inspectors should work in the basement or on the fourth floor. Officials say the dispute over work location for inspectors stalled plant operations for days.
Bus drivers and Cedar Rapids City Lines representatives failed to reach an agreement on wages this Wednesday. Negotiations ended with no plan for a follow up meeting as drivers had scaled down demands from 50 cents to 3 cent higher than offered. Federal conciliator E. S. Jackson said a possible meeting could occur late next week.

NLRB official T Edwin Knapp said the United Brewery Workers CIO filed a petition for an election, needing 30 percent worker signatures, with previous bid two years ago rejected after an NLRB probe.
The Defense Department asked for a 10 percent rise in pay and allowances for armed forces personnel. Secretary Lovett and Anna Rosenberg presented the recommendation to the House Armed Services Committee, citing cost of living increases since October 1949 and a need to sustain morale amid higher civilian wages.
