Senate advances Carter energy package amid tax debate
After 18 months Congress moves toward final passage of most of President Carter’s energy plan. The Senate approved energy conservation and electric utility rate measures and signaled a final House vote this week. The package includes a fuel-inefficient car tax with ratings between 200 and 550 dollars in 1980 and rising to 3850 by 1986, plus tax credits for insulation, storm windows, and solar devices. The energy department’s role is limited to advisory guidance to states.
