Congress adjourns for midterms with lame duck plan
Congress has adjourned for midterms and will reconvene in mid November for a lame duck session. House approved a 3.2 billion medical plus 4.2 billion death and injury fund for 9 11 responders through 2020 funded by tax shifts and closing payroll tax loopholes. House also backed tariffs on China and a 58 billion NASA space budget to 2020 with shifts from Constellation and ISS support. Senate action pending.
