Ray Protests No Restraint On Education

Governor Ray denounced the Iowa Department of Public Instruction for budget requests that would sharply raise state appropriations for education. DPI seeks 1977-73 spending of 414.5 million, a 47 percent jump, with much of the rise aimed at boosting state aid to local districts and equalization funds. Ray pressed for curbs, noting the plan would cover 31 percent of local budgets, up from 21 percent, and questioned how districts would hold down spending amid the larger appropriation. The deputy superintendent conceded boards largely set local spending. Page 3 continues.
