The Garcia ruling would have forced extra overtime pay or compensatory time. A new federal law effective Jan 1 allows banked time up to 480 hours for seasonal staff and 280 hours for other workers, reducing potential overtime costs. City and county officials anticipate timekeeping changes and restrained overtime while unions predict limited overtime for firefighters and higher payrolls in some departments.
