President Eisenhower challenged Congress to slash non vital programs to fund defense and research. He warned of higher security costs, urged cutting wasteful categories, and proposed expanded SAC, space and science programs while avoiding tax increases.
Gov. Herschel Loveless told the Iowa Good Roads Association that taxpayers deserve a full explanation for delays in the highway modernization program. He cited difficulties while praising the Iowa Highway Commission and its chief engineer John Butter. The association urged continued funding, urban highway planning, priority systems, and support for the secondary road budget law amid lag in interstate construction.
Safety Commissioner Bob Johnson announced Cedar Rapids will convert Third avenues to eastbound and Second avenues to westbound traffic from Twelfth Street SW to Nineteenth Street SE on April 15. Parking on one side of the Second and Third avenue bridges will be removed to accommodate narrow sections. Traffic signals will be synchronized and bus routes may adjust with National City Lines’ Stan Jasudowicz noting possible changes. Johnson said highway engineers approved the plan designed to move traffic efficiently and safely.
A 12 year old boy riding a heavily laden bicycle toward Iowa was stopped four miles from his San Rafael home by sheriff's deputies on highway 101. He planned to visit his uncle Governor Herschel Loveless of Iowa and carried blankets food and a bow and arrows. His parents and aunt provided details and concern.
Soviet Foreign Minister Andrei Gromyko proposes a wider summit including nations from both blocs and asks for an 82 nation permanent U.N. disarmament body. He says talks should be public and permanent, with broader participation than Geneva 1955, while denouncing Israel and West Germany and stressing U.S. pressure on small states.

University of Iowa will trial an experimental shuttle service linking east and west campuses beginning Wednesday. Two Iowa City Coach Company buses run 7:23 am to 1:23 pm with four round trips per hour at 5 cents per ride. Eastbound starts at the fieldhouse. westbound at St Mary’s Church on Jefferson and Linn.
New York AP report says carrier Leroy Hunter was bitten on the wrist by Gloria Rohan, 21, after he refused to place her relief check in her mailbox. In court, Rohan’s lawyer claimed false teeth made the bite less serious. Magistrate Neal P. Bottiglieri set $500 bail on a third degree assault charge.
In the sixth day of the Pacific air-sea search, a low-flying PH Sea plane sighted wreckage 1,015 miles east of Honolulu and reported nine bodies on board the downed Pan American Stratocruiser Romance of the Skies. Debris and one body were located amid the site.
Seventy five people evacuated as a 60 foot deep crater opened on Ravenna boulevard in Seattle. Affected area included nine homes and a five unit apartment house with threat of further collapse and gas seeping from a broken main. 8000 cubic yards of dirt were displaced as water and sewer lines failed and storm sewers sprayed water into the air near University Village shopping center.
A U S air force F 100 C Super Sabre jet crashed into Dutch army barracks at Bus sum near Soensterberg Holland. Five Dutch soldiers were killed and 15 hurt as the burning wreckage damaged nearby homes. Pilot Lt Rizik Mohammed parachuted to safety the jet flew on before crashing.
Cedar Rapids engineer Robert Miedke of Collins Radio accompanied General Curtis LeMay on a jet Stratotanker mission from the United States to Argentina and back as a technical adviser. The firm highlighted new radio equipment on board and noted constant contact with a communications network. The Buenos Aires leg marked the longest nonstop jet flight without aerial refueling.
In Phoenix Judge Fred Hyder warned arson defendant James van de Bogart 65 to stop interrupting. He persisted shouting I’m being railroaded and I demand my constitutional rights. The judge ordered Deputy Kenneth Love to cover his mouth with a dish towel until the jury was chosen.
The U S population rose to an estimated 172,069,000 as of Oct 1 reported by the census bureau. It marks a 14 percent rise since the 1950 census and a 1.8 percent rise since Oct 1 1956, adding about 21 million people since 1950.
Marine Cpl. Glenn Fredericks, 21, of Anchorage Alaska, received 14 days hard labor and a reduction to private after striking a sailor in the brig at the U S Sasebo naval base. He is the first of 16 former brig warders to be court martialed over brutality charges brought by inmates including Sailor Jeffrey Cahee of Roanoke Louisiana.
