Cedar Rapids duplex appeal after zoning ruling
Cedar Rapids owner Steve West says he will appeal the Board of Adjustment decision that 520 16th St. SE must be single family. Neighbors and city officials argued the former neighborhood grocery had not been used commercially for 12 months, triggering a reversion to R 3 residential zoning. West accused officials of taking his property rights while neighbors reported nuisance complaints and racial motivation claims were denied.
