President Carter cited about 20,000 Cuban troops in Angola and urged a withdrawal. The expansion of Cuban civilian presence makes it harder for the United States to improve relations with Fidel Castro and the Marxist Angola government, challenging admin goals for normal ties.
The president questions a move to withdraw as Cuba doubles its Angola technician force to about five thousand while asserting radios speak of ten thousand. Washington links costs to Moscow and cites Katangan incursions and an ANG revolt as reasons Castro cannot pull out.
President Carter imposed import fees on sugar to protect domestic growers. The tariff raises the price by about 3 cents per pound, with sugar at retail near 25 cents per pound, and affects products using sugar such as candy. The proclamations set a maximum tariff of 6.1 cents.

The EPA begins a major research program to determine if diesel exhaust from trucks and buses can cause cancer. Preliminary findings show diesel fumes cause genetic changes in bacteria, potentially cancerous. Dr Delbert Barth cautions no public health risk yet but urges precautions for workers. exhausts should be treated as potentially hazardous materials.
Israel Prime Minister Menahem Begin extended a formal invitation to Egyptian President Anwar Sadat to visit Jerusalem for permanent peace talks. Begin said Sadat had expressed willingness to come but required an official invitation, noting the earlier remarks to a U S congressional delegation.
