The Treasury Department fined Gulf Oil Corp 229500 for illegal campaign contributions and warned of more large fines as enforcement of the Bank Secrecy Act tightens. Undersecretary Bette Anderson said a formal program to strengthen enforcement would be announced within six weeks.

Senator Dick Clark says the Agriculture Dept lacks current data on Soviet purchases creating risk for American farmers. He cites confirmed buys of 2.3 million tons with rumors around 15 million, and urges voluntary reporting by grain firms to improve market clarity for next year’s crops.
Washington AP House and Senate energy conferees gave unanimous tentative approval to most of President Carter's plan to force power plants and industries to switch from oil and natural gas to coal. The bill could raise electricity prices in areas relying on oil and gas. It would bar new plants from burning oil or gas, authorize forcing existing plants to coal, and largely ban natural gas use by utilities after 1990.
A Cedar Rapids report notes the Interstate 380 extension runs within 14 feet of the police department. Detective Roland J. Achey observes from the second floor coffee room as workers continue tasks in the extension project. An official adds that the interstate is banked toward the building.
President Carter voiced alarm that pending Social Security bills may grant excessive benefits to retired individuals and raise payroll taxes. A freight train carrying thirty tons of dynamite exploded at Iri station killing at least 45 people and injuring about 1,000. The blast damaged 4,000 buildings, disrupted power and water, and halted rail service into the city 120 miles south of Seoul.
The OPEC economic commission is expected to propose a moderate 5 to 10 percent oil price increase with ministers to decide at the Caracas conference opening December 20. Saudi Arabia and UAE favor 5 percent while Iraq supports a larger rise amid weak dollar and slowing demand.
