Starr imposes first tax in 73 years in tiny South Carolina town
Mayor Lewis Thompson warns Starr, population 200 at the crossroads of Highways 181 and 81, could become a dark spot along the highway without a $5 per person annual tax. About 50 residents met at Starr Elementary School to discuss the 10 mill levy, with no decision reached. The town relies on federal funds and state aid, and the measure would fund street lamps and risk cuts to police, mayor, council, and volunteer fire department.
