Congress Votes For Energy Strategy And NIH Tissue Bill
The House passed a national energy strategy 381 to 37 on May 27, expanding efficiency incentives, loosening nuclear plant standards, and banning offshore oil except Gulf of Mexico and Alaska waters through 2002. It also approved NIH reauthorization 260 to 148 on May 28, lifting the Bush ban on federal funding of fetal tissue research.
