Branstad faces criticism over Mental Health Month proclamation
Iowa Governor Terry Branstad defends signing a Mental Health Month proclamation while pursuing closures of the Clarinda and Mount Pleasant mental health institutes. Advocates allege the move clashes with plans to modernize care, with opponents gathering petitions and warning of layoffs for MHI staff. Republican and Democratic talks split over preserving MHI operations through December and state code references.
