About 35 community representatives gathered at a Roosevelt Hotel luncheon hosted by the Citizens' Committee on Alcohol and Drug Abuse. Senate Narrowly Approves Weaker Strip Mining Bill

The Senate passed a 57 to 8 bill to regulate coal strip mining with major changes, aiming to clash with a House measure for tougher terms. It rejected a ban on new strip mining in western lands and kept limited federal reclamation standards, keeping much production under lighter controls for two years. A spokesman called the bill weaker than Ford era vetoed measures. The day also saw a 44 to 32 vote to curb western landowners' leverage over federally owned coal beneath their ranges.
