The Iowa House approved a measure allowing Gov. Terry Branstad to divert up to $20 million in road funds to balance the state budget if general revenues fall short. Transportation officials warned road construction could be adjusted. An amendment requires using road funds for the general fund only when needed to cover authorized spending for the new year.
